Transparency
open up the picture you want to be transparent in paint shop pro and fill the part that you want to be transparent with a color that is not used on the thing you don't want to be transparant.
Then make sure you can see the web toolbar so go to view > toolbars > web. Then click this button then this should come up- make sure that the bottom option which says areas that match this color is ticked. If the color next to that option doesn't match the one on your picture which you want to be transparent click on the colour and select the colour that does match.
Then just click ok and your done it should end up looking like this-
