First open a new image in psp about 200 x 200 and make the bg a dark shade of the colour you want your blinkie.
Then go on the text tool and put your settings like mine:
you can change the font and size but pixel fonts are best and the size is good around 6 and 8
then type your text and go to selections > modify > expand. make sure its at 1 and press ok.
Then press crtl and c and open up animation shop and press crtl and v. Then press crtl and L.
select the fill tool and fill the border of the text in the 1st frame. Select the dropper tool and click the border in the 2nd frame, then go back on the fill tool and fill main part of the word in the 1st frame with the color.
Then go on the dropper tool and click the main part of the second frame. Then fill the border of the first frame with the colour you've just select.
