This tutorial will show you how to make a blinkie like this;
Open up Paint shop pro, I'm using psp8 but it should work in most other versions
Make a new page about 200 x 200 pixels and fill in the background for mine I need a black background.
Then click on the text tool and put your seetings like mine;
The font can be different as long as its a pixel font but I suggest you keep the size around 6 and 8. I am going to use pink for the font colour you can choose what you like although it can't be the same as you bg colour.
Then go to Selections > Modify > Expand
Then a pop-up should appear click ok then make the number of pixels 1 then press ok.
Then press ctrl and c at the same time, open animation shop, and press ctrl and v at the same time. Then press ctrl and L at the same time, you should now have 2 frames of you animation the same. Keep pressing ctrl and L until you have the same number of frames that you do letters in the blinkie;
Then in the first frame fill in the first letter in a colour different to the 2 colours you used before I'm using white. In the second frame fill in the second letter etc. until you've done them all.
Then you should have something that looks like this;
